Warning signs

I have previously pointed out some odd signs on my travels, and Xiamen was no exception.
At the top of various peaks, they have a sign that tells people not to throw things off the said peak.
Hammers, pliers,  and bolts? Does this have something to do with plans should the Taiwanese Army invade from Jinmen? This does not seem like something that would have been based on precedent, but then again, I still haven’t figured out why there are signs that seem to ban car bombs under bridges during high traffic periods…
